Barony’s roots can be traced back to 1993 when it was founded by Doug Forbes, its current Associate Director.
Since then, it has consulted in a wide range of areas covering almost 200 public sector clients
including Local Government, Central Government and Agencies, Public and Private companies and

Barony and National Frameworks

Barony has been awarded a nubmer of Frameworks. These include a Framework for Leadership Development and Coaching in the Cabinet Office; a Framework with the National Social Care Skills Academy; and The GCloud Framework.

Since its foundation, Barony has worked at the interface between the public sector and commercialisation, on business planning and procurement and commissioning. In addition, Barony has substantial expertise in bid preparation. This provides unique insights into the whole process, how improvements can be made and a vision developed for leadership.

Barony has demonstrated this leadership in action by advising DCSF on its five year vision of Commissioning. That led to a series of related seminars on Understanding Commissioning and Contracting. Our commissioning colleagues have worked with GPs and understand the demands of running local practices.

    In 2007, working with the Society of Local Authority Chief Executives (SOLACE), and with the assistance of Lord Toby Harris, Barony Consulting Group was instrumental in launching the Institute of Commissioning Professionals (IoCP) to address the shortage of commissioning skills throughout local government, PCTs and social care in particular.

    Ten years later, during 2017, Barony Consulting Group ran a series of very successful workshops around the country with Local Government organisations on Commercialisation in the Public Sector. In the challenging period ahead the generation of independent sources of commercial income will be crucial for Public Sector entitles.

    In the field of Revenues and Benefits, we have unique toolkits for modelling process, costs, effectiveness, quality and staffing levels called RevenueMark and BenefitMark. Their introduction has demonstrated considerable added value in performance, customer satisfaction and costs.
    Another significant development is the delivery of in-house workshops for those who wish to set up Mutuals/Co-Operatives and other entities to engage in commercial activities at Local Governemnt level.
